When I call to a disconnected number or any not operational number, the telco sends the Hangupcause disconnection code and an audio message notifying the disconnection cause to the user. You will probably have to build that yourself, or really customize something off the shelf. Depending on what phones you are using you might be able to do that via the phones xml interface.
