IAX2 tolerance on packet losses

Internet used in about 20%. Ping statistics:
50 packets transmitted, 49 received, 2% packet loss, time 49496ms
rtt min/avg/max/mdev = 9.308/13.126/33.307/4.851 ms
Everything would be great, but the quality isn't good enough. I have
2mb/512kb DSL line,
on which voice calls are working muuch better.
I've checked it on many ways. Hping tells me, that the average UDP
packet loss rate is about 8-15%. Is that too much for IAX
retransmissions ability? I've setup jitter with default settings
from iax.conf, but the quality remains almost the same - it's still
tooo jiiiiitttteery...

Sieve info
I'm using Dovecot v2, and I can't seem to find any info abut using sieve
with the LDA, or the ManageSieve protocol, can you please point me un the
right direction?

Lots of harddrive chatter on after booting with btrfs on root (slow boot)
...- 15 seconds of hdd
chatter and it takes a long time to log in from the prompts, with the
ext4 root, the computer is silent after the prompts pop up and login
is almost instant. The prompts of the two installs pop up at more or
less the same time (+- 3 seconds) but the login on the btrfs root
takes muuch longer than the ext4.
Ive also noted that this excessive hdd chatter does not occur
immediately after a fresh format with arch on btrfs root.
Ive made some deductions/assumptions:
This only seems to occur with btrfs roots.
This only happens after some number of reboots OR after the partition
fill...
