I don't think it's fine. As I showed here:

in permissive mode labels are still being updated on disk.
TBH I don't understand what you said here:

about "both the labels and the policy may be all wrong". If the
administrator set the policy to permissive...

[LLVMdev] Limits in RunSafely.sh
Dear All,
Is the lack of virtual memory limits for Darwin in RunSafely.sh
intentional or accidential? What about Cygwin? It seems to me that
some of the limits should be applied for all operating system targets.

This is true for default labels, yes.

[PATCH v3 00/12] v2v: Change virt-v2v to use nbdkit for input in several modes.

v3:
- The 01/11 patch in v2 included a bunch of unnecessary plus one
necessary change to how input_password is passed around. I moved
the necessary change into the final patch (implementing SSH
password authentication) and dropped the rest....
