FWIW, it also seems to happen on 4.20-rc1. 4.19.0 seems fine. bisect seem to have failed so
my reproducer is not reliable.

[Bridge] [RFC PATCH net-next 0/5] Add layer 2 miss indication and filtering
...encountered a miss. The new bit is added in an existing
hole in the skb in order not to inflate this data structure.
Patch #2 extends the flower classifier to be able to match on the new
layer 2 miss metadata.
Patch #3 rejects matching on the new metadata in drivers that already
support the 'FLOW_DISSECTOR_KEY_META' key.
Patch #4 extends mlxsw to be able to match on layer 2 miss.
Patch #5 adds a selftest.

I have long included tinc in the cerowrt project as a lighter weight,
meshy alternative to conventional vpns.
I sat down a few days ago to think about how to make vpn connections
work better through fq_codel, and decided I should maybe hack on a vpn
to do the job. So I picked up tinc's source code for the first time,
got it working on IPv6 as a switch in a matter of minutes between two
