If I understand it correctly, if the laptop is an Optimus one or has a mux, we are not "allowed" to opt-out of DynPwr/DynOff by powering down the card?
In the same commit adding this conditional (5addcf0a5f0fadceba6bd562d0616a1c5d4c1a4d), you added the possibility to enable/disable dynpm. How is it supposed to work, by simply echo'ing ON or OFF to vga_switcheroo/switch? Then I probably forgot some stuff as it doesn...

[Bug 108058] New: After resuming from suspend, discrete GPU is powered on and can't be turned off

check power consumption using powertop on a fresh boot it reports an average
battery discharge rate of ~7W like always.
After I resume the laptop from suspend, /sys/kernel/debug/vgaswitcheroo/switch
reports that the device is
dynamically turned off:
0:IGD:+:Pwr:0000:00:02.0
1:DIS: :DynOff:0000:01:00.0
But if I check with powertop, I get a battery discharge rate of ~11W. To better
identify the problem, I tried using bumbleebee+bbswitch+nvidia-driver and see
what bbswitch module reports. On a fresh boot, it works
ok as the nouveau driver, but after resuming from suspend
/proc/acpi/bb...

[Bug 112239] New: nouveau hangs video with TU116 - regression in kernel 5.3

worked "fine" with some applied workarounds with kernel 5.2
(https://bugs.freedesktop.org/show_bug.cgi?id=110830#c14), however, with
upgrade to 5.3 it started to hang video on the NVidia card state switch. In
fact, I don't use it to render the output (is DynOff by default), but I cannot
disable it in BIOS and when I open/close a laptop lid it is temporarily waken
up to get back to sleep after a few seconds. It works that way in 5.2, but in
5.3 it "hangs video" on the consequtive switch (occasionally also during the
first X/gdm setup).
