centos7: ntpd not started on boot

I see nothing ntpd related /var/log/messages or journactl during the
boot phase. Seems like no attempt is made to start it at all.
Is there something that need to be done besides enabling it with systemctl?

Belkin F6C100-UNV and "-x wait"
...d with the -k option. Instead, the -x wait option is provided as a
workaround.
Is there an equivalent to "-x wait" when using the same UPS with the
'usbhid-ups' driver?

USB problems
I was getting:
"Can't claim USB device [0764:0501]: could not detach kernel driver from
interface 0: Operation not permitted"
so I manually installed the udev rules the source (I installed the
Gentoo ebuild).
I am now getting:
# upsdrvctl start
Network UPS Tools - UPS driver controller 2.4.3
Network UPS Tools - Generic HID driver 0.34 (2.4.3)
USB communication driver 0.31

Cyberpower 1500AVR
All,
I just had a power failure that caused me a little drama. This
spurred me into trying to get NUT up on my cyberpower 1500 again. For
about 6 months I tried to get it to work with the new power panel drive
with no luck. Today I removed all the old files for NUT and installed
the newest version I could find (2.4.3) and it works perfectly now with
my UPS.
