...ed offering. If packet carriers would respect, say, DSCP tags, and ISPs would cap traffic (by bandwidth and/or aggregate transfer per period) in different ways based on priority tags, we could have a palatable solution for all. Let the bulk users camp out at the fixed price all-you-can-eat packet buffet all they want - at the bulk priority. If the chafing dishes are occasionally empty, well, too bad. Let them select one of the higher priorities for the metered or limited traffic.
Then the ISPs could advertise unlimited offerings on a best effort basis, and caveat emptor. Applications that requ...

It's true - Nikotel charge for not-completed calls
Hi
A few days ago, Kelly remarked that he had previously observed that
Nikotel charged him for calls he did not actually complete.
I have made a number of test calls to my landline without picking up the
calls. I just let it ring once and hung up on the calling phone.
A look at the call records on MyNikotel reveals that I was charged six
seconds for every of these calls.
I have raised a

What would you tell the CIO in an "ABCs of Email" overview?
One of the key points that came up when I researched and wrote the
"Five Things CIOs Should Know about Fighting Spam" article (http://
www.cio.com/article/28830) was that they should know the basics of
how email works. Otherwise, said plenty of techies, the CIO won't
have the first idea of what the email admin is complaining about.
So I'm going to do my part. I'm

Sweave-LaTEX question
Hi:
I am working on a publication and I have heard about LaTEX but I haven't actually tried to learn about it until today. I've found a few examples but I can't actually make them work properly. I have a couple of questions:
Does LATEX have to be installed on your computer? How does the xtable package and Sweave work together? How can I make the code below create a table as pdf file?

How to make rsync faster?
I manage 250+ redhat linux boxes. The boxes are all setup the same way.
On a daily basis, we sync the app directory which is about 30gb out to
all hosts. The daily delta is actually less than 1gb, but since I can't
be sure if any individual box was tempered during the day, I always do a
full sync. On a monthly basis, we run with "--delete" to clean out the
stale files on the hosts.

Xapian pubmeet
Hi all,
A few of us have been discussing whether we should have a Xapian social
gathering of some kind. The current idea is meeting up in a pub in
London some time in autumn for drinks and food. However all of this
really depends on who might be able to come! It would be a chance to
meet other Xapian enthusiasts in an informal social setting and talk
about all things search-related (and

delay() has been deprecated for 2.1.0
After a bunch of discussion in the core group, we have decided to
deprecate the delay() function (which was introduced as "experimental"
in R 0.50). This is the function that duplicates in R code the
delayed evaluation mechanism (the promise) that's used in evaluating
function arguments.
The problem with delay() was that it was handled inconsistently (e.g.
