Opus for speech: VBR vs CBR

I have a few questions here:
1.
When I choose VBR mode, the codec seems to choose the bitrate on its own.
However, that seems to be an issue on mobile devices. In some cases, when I
configure the bitrate to say 20kbps, I see that the outgoing codec bitrate
at runtime is sometimes far less (11-12kbps even). That leads to a lower
received audio quality.
When I choose CBR mode however, the outgoing bitrate is fixed at 20kbps and
produces better audio quality.

TC not rate limiting for me
Hi,
I''ve have my IP and TC scripts working OK but my rate limiting
does not seem to be being appiled.
My available download speed is around 150kbps.
I''d like to limit this box and the machines it forwards for
to 10kbps each, a total of 20kbps. Thus leaving 130kbps unused.
The classes I''ve created are simple and the stats show they
are moving bytes OK, however; the entire 150kbps is
always used.
Is this odd? Have I missed something in my simple
classes below?

When all rules are disabled, all the bandwidth is used again.
There are no rules applied on the other linux box responsible for the VPN
(remote gateway).

Where to download sample video file for Asterisk 1.8x playback?
Hello,
I have been trying to playback a video file via Playback() in Asterisk
1.8.7.1 but the file format seems to fail.

Opus frame size
The Opus RFC seems to recommend a frame size of 20ms for most applications.
For wideband speech, the sweet spot range is recommended to be 16-20kbps.
20ms frames => 50 frames per second. For a VoIP application, the header
overhead per frame (IP+UDP+RTP+SRTP) is 44bytes => 17.6kbps at 50 frames
per second.
So a 20ms frame size seems to cause a roughly 100% overhead of header data.

This works: low bitrate encoding
Hey everyone,
Here's one way to get .ogg files down to about
~20kbps, and it's not too hard:
1. Use sox to resample the files down to 11025khz
mono.
2. Feed these to OGGLAME (Lame 3.84 Alpha 1 is what I
had laying around on my hard drive).
OGGENC demands that the files be 44.1khz, but this
version of ogglame didn't seem to care what
the sample rate was....

Looking for a re-encoding utility
Please pardon me if you have already seen this posting, but I received
no postings from the list for a week....I assumed the list was down.
I would like to batch re-encode MP3 files on the Icecast host.
A command-line utility to take say a 56kbps MP3 file as input and
produce a 20kbps MP3 file as out would be ideal.

What would be the best encoding to use the ogg or mp3 or mp3 pro
Right now i'm using MP3 16KBPS 11KHZ and it uses about 3.1KB/sec of bandwidth. Is there something I can use that has the same quality with lower bandwith.
I've tried MP3pro using the lowest profile which I think was 20KBPS at 16KHZ and it uses 3.7KB/sec

Dear all,
I know this is not imq mailing list. But many of the users over here
have done exactly what i want.
Requirement:- I want to tight bound eth1 for 100 kbps
but after i want to create many classes of 64 kbps or 50 kbps and
others. But the total sum of classes is more than 100 kbps so my eth1 is
not restrciting total bandwidth at 100kbps.
According to search on google imq is the solution.

constant low-bitrate for streaming test
dear vorbis developers,
it would be very useful, if oggenc would support constant low-bandwith
bitrates for testing. something from 20kbps to 44kbps, so anyone could
test streaming over modem and isdn. audio quality doesn't matter.

Make shure to disallow all codecs and then allow only ILBC or lpc10 (search for it in
iax.conf), use the one that gives better results in your case.
lpc10 uses 20ms samples, so you can not allow at the same time both!!.
if you cannot connect at least at about 20kbps, your audio will suffer, and from mi
experience, at 16kbps the audio becomes so distored that is very difficult to understand
the other party.

Hi all I have following script in my server. Now I want to restrict ip
192.168.3.2 to 128kbps (downlink). But in this case client can download upto
500kbps and upload cannot exceed more than 20kbps. Now what should I do to
