Textual IR value names
While I understand the value of turning it off, it is somewhat annoying when you're trying to run a clang -S -emit-llvm to discover that you're not getting any value names. I would suggest that, irrespective of the kind of build you use, -S -emit-llvm should cause the value names to be defaulted to on as a principle of least surprise to the user.

A Short Policy Proposal Regarding Host Compilers
I’d like us to move forward with something along the lines Erich proposed back in May, ideally early enough in the LLVM 8 release process that people testing the release will be able to provide feedback.
Are there any remaining concerns?

Cannot access other computers on LAN
...but that’s not very convenient.
What should I do to be able to access computers on the office LAN other
than VPN_office from a roaming client?

Textual IR value names
The names are dropped to save memory when a release build of the compiler
is being used. This is what you probably want on a release compiler you
intend to ship since it should be faster. The NDEBUG check is an easy way
to tell the difference between release and debug builds. People probably
don't want to have to remember to set an additional cmake option to make a
release compiler faster.

Proposal for string keys for address_space
Hello,
We would like to propose a way for improving the diagnostics for
address_space by being able to pass strings as an argument to it
instead of just an integer. This was initially proposed before
(http://lists.llvm.org/pipermail/cfe-dev/2018-August/058702.html) but
did not focus on it at the time.
Reasoning:
Clang's __attribute__((address_space(...))) feature uses an arbitrary

[llvm-rc] absolute.test failing
I've come across a curious and pernicious problem in llvm-rc.
absolute.test checks that llvm-rc can accept a filename that is an
absolute path. And it works just fine. Until you run it with a file
that starts with "/c."
These will fail:
llvm-rc /crawl/through/some/path/to/my.rc
llvm-rc /c/some/path/to/my.rc
The option parser ends up interpreting "/" as an option prefix
