The latest you can get ;-)

Samba is improving with every version, so using the latest you can get 
ensures you get the best outcome.

I've thought about using FreeBSD 12.1 as domain controller. It offers 
Samba 4.10.11. Would this be a reasonable choice?

Not really, there are problems with the default filesystems (UFS, ZFS), 
you will find it a lot easier with Debian and ext4, you also get to use 
Louis's packages, see here: http://apt.van-belle.nl/
