samba - Sep 2016 - Failed to issue the StartTLS instruction - yet ldap ssl = no is set

obviously the folder "/var/lib/samba-second" don't exist

really? I could guess but will ask instead of - intended

it has something to do with:
   ;root directory    ;lock directory    ;state directory    ;cache directory 
maybe it's for devel team - if I revert to defaults (meaning 
don't use these directives) then dbwrap_watchers.tdb gets 
created.
and! smbclient(any client) works fine!

Seems like an attempt to put samba into non-default dir(s) 
with render her crippled, right?
Having above directives, plus a few more which one would 
think relate to Samba's files locations gets you "running" 
Samba, Samba creates/generates content there but something 
is missing. I even touched that dbwrap_watchers.tdb but no 
difference.
My Samba runs off Centos 7.2

And using them, sets them to NULL!
Which probably explains why dbwrap_watchers.tdb does get created.

Why are you trying to run two instances of Samba on the same machine ?

i looked at your original post and there is no evidence that the folder 
exists (output of "stat /var/lib/samba-second" or something similar)
but
the message "Unable to create directory /var/lib/samba-second"

frankly i have seen so much posts all over the world where obvious error 
messages explaining the porblem got posted and ignored so that i expect 
a clear statement "but this folder exists and has the right
permissions"
when menitioning such a error message and as long that don't happens i 
assume it don't exist as the message says - it's that easy
