If you are running Samba as a DC, then yes, AD depends on DNS. Samba comes with its own builtin DNS server, or you can use Bind9 instead. Rowland

In the default install it uses that internal DNS server, but you can use bind instead if you want. If you run Samba not as Active Directory Domain Controller, but as standalone server or NT4-style Domain Controller, then it does not require a DNS server.
