samba - Mar 2002 - problem in configuring 2 samba servers on same subnet

Hi everybody

I configured two diff m/c(FreeBSD) x.x.x.1 and x.x.x.2 as samba servers

x.x.x.1 is configured as PDC and wins support=yes, wins proxy=yes and in
/etc/hosts I provided IP and netbios name of each win 98 m/c as well as x.x.x.2

and

x.x.x.2 I want to configure as x.x.x.2 client but when i configure it as 

security=domain
password server=x.x.x.1
wins proxy=yes
local master=no

and tries to run samba server than my nmbd component fails to bind on port 137
giving an error message unable to bind to port (137) blah blah blah

so please if anyone can help me out that is there any problem with my
configuration.....
