i try it self, but it dosen?t works yet! Maybe in a later version ...
A another way, but very silly way is:
set in the "username map":
user1=user2
If user2 logon, you must supply the password of user1. User2 is unable to
change the password ... why, user1 ist logon as user2!
You can disable the account of user1 by "smbpasswd -d user1", so
nobody
can logon as user1 and change the password.
.. it?s very silly, but it do, what you want.

I have take a look in passdb\passdb.c and found a "L" for Locked User!
Try to set the Account Flag in the smbpasswd to "L" (or perhaps
"UL") ...
maybe ist work?s?
