setup cfengine to use rsync

anonymous rsync servers.

the TODO page
https://rsync.samba.org/ftp/rsync/TODO
Most recent entry is from 2002, have any of these things been done?
Should it refer to this bugzilla??


I believe it would be helpful to review the entries (like setting up on win95)
and either removing them, including a date reflecting how old they are.
