I''m reading "Dive into html5" and in http://diveintohtml5.org/semantics.html#encoding , it says every page should contain <meta charset="utf-8" />, otherwise it''s subject to security vulnerabilities (http:// code.google.com/p/doctype/wiki/ArticleUtf7).
