Rails core - May 2011 - Alternative I18n convention for namespaced models

If you could port from 3-0-stable to 3-1-stable, I would really
appreciate it.  Otherwise, I will port it when I have time.

There''s a commit in https://github.com/rails/rails/pull/1556 that got
merged in to master and 3-0-stable already. Please check and see if
that''s what you proposed.
