No, this is a mistake on my end. The amd64 binaries for bullseye are on their 
way to CRAN, if I am not mistaken they should be fetched by CRAN at 18:00 my 
time, i.e. in three hours.

Sorry, I was in a hurry yesterday and did not look properly. R 4.3.1 for 
bullseye is now on its way to CRAN for i386 and amd64. Should be available 
later today.
