They are the same( one of the two CRAN directory is a link to
the other).
As reported on the list and annotated in the README, interactive use
of Rterm seems to don't work well under Windows 2000. Rgui and
batch use of Rterm work. This will affects you if you are planning to use
R under NTEmacs & ESS. We are sorry for the inconvenience and
hope to solve it for the next release. But, the problem
is that neither Brian Ripley nor I have easy access to Win2000
since our department have decided to don't switch to it for
some time.
