R devel - Aug 2008 - Rgui.exe(R.dll) crashes on startup when locale is set to Korean (PR#11974)

R 2.7.0 and up(including 2.7.1) crashes on the startup on Korean Windows XP.

All versions before R 2.7.0 worked without a problem on the same machine.

It seems like related to the locale setting.

This is a repeat of PR#11903, and equally unreproducible.

We need someone who experiences the bug to find a patch.
