Anja,
The only bug here (apparent to us anyway) is the bug in your
understanding[*see below]! Why do you think this is a bug in R? pheno is
a contributed package and *nothing* to do with R.
Please consult the posting guide
( http://www.r-project.org/posting-guide.html ). Then read section 6.3
of the R Admin and Installation manual that can be found here:
http://cran.r-project.org/doc/manuals/R-admin.html
After checking that you have followed the instructions for installing
packages correctly, paste the errors you get upon trying to install the
package into an email and send it to the maintainer of pheno, details of
whom you'll find on the CRAN web page for the pheno package.
If you fail to get an answer in a reasonable amount of time, say 1-2
weeks, only then try sending the message to R-Help, stating *all* the
relevant information that the posting guide asks you to. Do *not* file a
bug against R unless you know for certain that the reason the package
won't install is due to a problem with R.
For starters, try updating your version of R (2.4.1 is very old - we are
on 2.6.1 with 2.6.2 due any day now) and then try to install the package
again.

[*] You are likely to get emails from annoyed people because by filing a
totally inappropriate bug report you've just caused an amount of
unnecessary work for someone in the R Core Development Team who will
have to go in and remove your erroneous bug. Given that they give their
time for free you can understand they might be a bit miffed that you
appear to have failed to heed any of the advice and requests in the
posting guide and instructions on what is and is not a bug in R from the
FAQ.
