I'd say probably not. The tools required to build R packages in Windows
are generally GNU tools, or modifications of them. They are designed to
make Windows look Unix-like. From what I can see, Monad is an attempt
to re-invent the shell, not to be compatible with Unix. The Windows
build process is different from the Unix one, but it makes use of the
same tools; replacing it with something completely different just
doesn't seem worth the trouble.
