Why do you think this is a bug in R? Try the FAQ (address at the bottom of this message) for information on getting R. Either get a pre-built binary for Windows (from where you got R-1.4.0.tgz) or get the tools you need to unpack this (it is not a zip archive) from http://www.stats.ox.ac.uk/pub/Rtools/. Given your apparent level of knowledge, I strongly recommend the first. To help us avoid repeats of this, could you please explain where you got the idea that R-1.4.0.tgz was the thing to download? I imagine you'll be yelled at since this belongs in R-help and isn't a bug at all. You've downloaded the source code rather than a binary. WinZip and its ilk should handle the .tgz archive without problems, but you would probably prefer to download SetupR.exe from the windows binary section to successfully install R 1.4.0, it is much simpler than building the source on windows boxen.
