You have to "turn it on"
From
https://github.com/puppetlabs/armatures/blob/master/arm-9.data_in_modules/index.md
(Examples)
NOTE: In order to activate the "data-in-modules" and
"Hiera-2" it is required to:
• Use one of these settings (in puppet''s config or made from
the command line). Neither is on by default in Puppet 3.3.x
• --binder
• --parser future

Subject: [Puppet Users] Dynamic hiera.yaml
Hi,
I want Puppet to take each module''s own "hiera.yaml"-file,
which is in the module-directory.
That works if I use "puppet agent --apply --binder
--hiera_config=/path/to/module_hiera.yaml -e ''include
classxy''"
but Puppet doesn''t find the parameters if I use "puppet agent
--test"
How can I fix this?
