No, you do not.
Instead, you have the agent apply only resources from within the given
module. This does not "somehow import the module". Instead it limits
the
agent''s scope to this part of its catalog.

I sure hope not.
The master must be immutable from agent side. This is the security
concept underneath the puppet architecture.
