The slower the network the higher the frequesncy of the problem. Basically, the terminal will stop dead and will not recover. You have to kill the window to get rid of the terminal session. I've noticed the following: The process does not exit. Instead, acts like it did not get an xon. If you kill the process, the window does not free up. The same behavior is evident using reflections, putty, Exceed as terminal emulators.
