Hi George,
Skeleton http://wiki.xiph.org/index.php/Skeleton actually allows for
the insertion of a UTC time into an Ogg stream. This implies that a
mapping is done between the initial timecode of the start of the
stream to a UTC wallclock time. A player can use this to display the
wallclock time in addition to the timecode in a player. I am not aware
of any player that has implemented it, but I thought I should point
out that Ogg in principle supports this.
