[llvm-dev] Suggestions on debugging pre-merge test failure that looks irrelevant.

Also, the option LLVM_INCLUDE_GO_TESTS <https://github.com/llvm/llvm-project/blob/main/llvm/CMakeLists.txt#L595> was turned on years ago (i.e., not a recent change of enabling Go tests).
