llvm dev - Aug 2020 - Release manager availability next week

I'm taking next week off (10--16 August), so will be unresponsive to
emails during that time. But please keep filing bugs, cc'ing me on
patches, etc. and I'll reply when I get back. And then we can
hopefully push rc2 real soon.
