Or with use of linkerscript:

SECTIONS { 
  .text : {
  file1.o(.text*)
  file2.o(.text*) 
  *(.text*) 
}

Though --symbol-ordering-file is a better way probably as it was designed
exactly for
improving locality and does not rely on using scripts.
