llvm dev - Feb 2013 - [LLVMdev] projects/final directory?

I'm getting an error when trying to build 3.2 when getting to the
projects/final directory, it's can't find $(LEVEL/Makefile.programs
which
is used in projects/final/Makefile.

What is the purpose of this directory?
