llvm dev - May 2008 - [LLVMdev] [Patch] Fix dobison.cmd when bison is not found

I noticed when building with MSVC that dobison.cmd is not copying files 
to the correct places when bison is not found. Here's a patch to fix the 
copies in the case where bison is not found.
