LARTC - Jul 2004 - problem tc htb with bridge machine

hello all,
    i have problem with my tc htb at bridge machine (tsl 2.1), in fact bw
limitter it''s ok, but if i down the bw limitter and then up the bw
limitter, my machine shape bw verry long  i want to make this more quickly can
anyone in here help me how the rule it''s it
