Icecast - Oct 2015 - EZStream: Can it stream a URL?

If I put a URL in the M3U file, will EZStream stream it through
Icecast?

No.  EZStream is meant to be pretty basic.

Got'ny good ideas for doing that then? I want to connect to a stream
for restreaming, for lack of a better term.
