Would anyone in the icecast/xiph community like to comment on the 
significance of the Ultravox 3 Protocol?

Looks like a successor to the ICY protocol and thus most likely not more than
one closed source implementation exists. It is not an RFC and is copyright AOL
and Cisco.
Please notice section 6.
