Icecast dev - Jan 2021 - Initial Release of libigloo, version 0.9.0

Good morning,

we're pleased to announce the first release of libigloo, version 0.9.0.

libigloo is a generic C framework that will replace the old common/
framework used by our current software. It will provide a more uniform
and modern way of handling common tasks.

I would like to kindly ask all downstream maintainers to have a look at
it, as future versions of our software might start to depend on it
within the next few releases. (This does not apply to Icecast 2.4.x
releases.)
