You need to increase ip_addrs_per_if from the default 256 (0 (implied :0) to 255). The error message seems to be mis-leading. Found the fix for the problem. It was the default number of virtual interfaces: 256. Using ndd /dev/ip ip_addrs_per_if I now have as many as I need.
