CentOS - Feb 2019 - reinstall

I have a C7 7.6.1810 install that I wish to "reinstall".
when I run "yum reinstall \* "
I get a long list of items saying will be updated or will be installed but
then
nothing happens - nothing is re-downloaded etc...

How do I get the system to actual download all current packages and
re-install them ?
