It's not either or. Cobbler manages the installation infrastructure
(kickstart files, repos, pxebooting, etc). Puppet is a configuration
and management scripting language. The idea would be to use cobbler +
puppet (or cfengine, or similar) to either customize the builds, or
manage them after they are built.
