While it might not be technically what you're looking for, I've done a
fair bit of playing with Empirix's Hammer Call Analyzer
(http://www.empirix.com/). It uses the pcap library to handle the
network-sniffing side of things (and will load in pcap files, from
Ethereal, tcpdump, etc!), and then allows you to play with them in a
VoIP-aware way.
It is commercial software, and it runs under Windows. I have no idea how
much it costs; that's management's job. ;-) -rt
