Yes to both.
Besides R & R (who collect and amend and ...),
I've also chosen to emphasize working on the on line help.
The 'R-devel' mailing list is also used to report / fix documentation
glitches...
You may want to have a look at the new alpha (pre)release of R
which shows quite some improvements to documentation..
A new
make tests
runs all the online "help" Examples
If you'd send diffs of src/library/base/man/... files to R-devel,
chances are even higher
that the improvements will make it to subsequent releases..
