Speex dev - Aug 2004 - speex 1.1.x api

does an api (or a draft for one) exist for speex 1.1? are there a lot of
important changes from 1.0.x to 1.1.x apart from the use of short int instead of
floats?

The only change (so far) is the change from float to short for
speex_encode and speex_decode.
