llvm dev - Oct 2016 - missing phabricator functionality

Phab stopped sending Diffusion diff mails in the last 2-3 days. The links
don't even seem to exist for commits starting here:
https://reviews.llvm.org/rL283067

I also just made a commit (r283119) with the usual 'Differential
Revision'
tag, and Phab did not connect that commit with this patch review:
https://reviews.llvm.org/D25165

Is the old behavior expected to be restored?
