Xen users - Sep 2013 - Xen 4.2 on Ubuntu 13.04 error starting VM's

First post here :-)

Fresh Ubuntu 13.04 server build with all the latest patches, installed Xen
4.2 and XCP-XAPI. Got Xenbr0 working properly and created an LVM storage
repository and a CIFS ISO repository.

Installed XenCenter 6.2 for management and had a login error that was fixed
by making my user a member of the group root, and then the management IP
not showing up which I was able to fix from the command line using the
reconfigure command.

I can create VM''s no problem at all but whenever I try to start them I
get
the following error from the log. Doesn''t matter what sort of VM I
create.
The error comes up almost instantly when trying to start it. Not sure where
to go to from here. Any help appreciated.

Seems like ''no permission'' error at lower levels. Check xapi
user/group
and if xenops has rights to access raw partitions (xapi communicate with 
xenops, xenops calls pygrub, pygrub extract kernel and modules, xenops 
call xl toolstack to create VM.

If that process is broken due lack of permissions, VM will not start.
