samba - May 2013 - Allways wait for the network at computer startup

Hi,
on windows xp client in gpedit.msc under  Computer 
Configuration\Administrative Templates I have only "windows
component".
I need  system sub menu to enable "always wait for the network at 
computer startup".
Any suggestion?
