No, there never was and (within reason) never will be. There is,
however, a way to ensure that the checkbox *saying* they have read it
and agree to it, is checked. :-) See

for the validates_acceptance_of method on ActiveRecord. It
"Encapsulates the pattern of wanting to validate the acceptance of a
terms of service check box (or similar agreement)."
