Puppet users - Mar 2012 - Complex architecture deployment [new of puppet]

I''m new of puppet and I''d like to know if it is possible to
implement
this use case with puppet/mcollective/foreman etc.
I''ve a cloudstack environment with different domains.
I want to allow users to add to their own domain "virtual application
bundles" that are a topology of VM based on different templates and
configured to work together to offer a complex application; for
example: two VM that have the role of application server and a VM that
has the role of an Apache balancer.
Obviously I''d like to have plugin for crating VM, and to manage to
configure apache to know the IP/names of the appservers to configure
mod_cluster.
App servers to be configured to be one a domain master (using JBoss
7.1) and placed in cluster.
It would be nice to manage all this by a web interface and have a hot
cup of coffee :D
Being able to develop missing things I''d like to know if the
"missing"
parts are the most or not.

Can puppet be instructed to do all this?
Any hint, advise?
