You can install the xen-utils package without problems.Absolutely true in dom0, see other bug (which I'm reproducing in a test environment) for why this isn't true in domU. Even when you can install xen-utils without problems you do end up pulling in the entire xen environment, binaries, init scripts etc. If you have no intention of running xen dom0 this seems excessive and an unnecessary dependency.
