R devel - Nov 2008 - configure.vars arg needed for install.packages

Currently, install.packages takes a 'configure.args' argument that adds
a
--configure-args to the eventual call to R CMD INSTALL.  It does not, however,
have a 'configure.vars' argument to similarly add the --configure-vars
option to
R CMD INSTALL, which seems to be an oversight.
