wxruby users - Sep 2006 - Fix for rubygems-less systems

Hi,

here is just a quick fix for systems without rubygems. As an
alternative, one could define the method in the LoadError exception
handler of the rakepackage-require at the beginning of the file, but I
like this solution better.

Thanks. This was applied as:

if Object.respond_to?(:create_release_tasks, true)
  ...

b/c the patch wasn''t picking up the definition of the top-level method

leaving patches that''ll need a full recompile.
